The private sector is now responding positively to our development guidance and should significantly lift the prospects ofsafe development in Albay. This is other half of adaptation mainstreaming- the first half is the integration of DRR and CCA into public investments program and the other half is the participation of the private sector in disaster-proofed/climate-proofed development.
The biggest item in our long term CCA/DRR strategy is ?building back elsewhere?- ie the creation of safer areas for habitation and business formation. With disaster risks concentrated around the lahar zone and Mayon PDZ, we have relocated 10,076 households to the so-called Guicadale Economic Platform (upland areas of Guinobatan, Camalig, Daraga and Legazpi). The Guicadale Project is initially designed to ensure a viable ecosystem for the relocatees. Relocation sites are clustered around the Daraga International Airport. Our principal intervention is the Guicadale Roads Project involving circumferential, connecting and access roads.
